Dr. Gil Keinan

Managing Director

Gil works on Opportunity Zone development & is a real estate development, finance, and management professional. His background covers expertise working with local government and developers to create successful Public-Private projects, as well as with multiple hotel real estate deals. 

Gil holds a Doctor of Business degree, an M.B.A. from the University of San Francisco, and is a graduate of the University of Surrey’s (United Kingdom) School of Hospitality Management.

Cindy does the bookkeeping, economic development impact modelling, and office coordination at Local Equity. Her background is in real estate and marketing. Cindy holds a Real Estate Agent license in California. She has a BA degree in Business and Marketing.

In addition, Cindy speaks fluently German and English.

Sarah graduated from UCLA in 2022 with a master’s degree in Quantitative Economics. She builds up a solid academic background in economic theories, financial modeling, and data analytics. While in China, she works at Deloitte consulting as a business intelligence intern. She is thrilled to become a professional practitioner in the real estate field and analyze economic impacts at Local Equity.

Matt Horton is a director at the Milken Institute’s Center for Regional Economics and California Center. In this capacity, he interacts with government officials, business leaders, and other key stakeholders in directing statewide programming and policy initiatives. Horton’s programmatic work at the Institute is focused on identifying a variety of financial tools, public policies, and collaborative models that leaders can deploy to increase investments in education, community development, housing, employment, and other areas supporting human capital and place-based economic development. Previously, Horton worked for the Southern California Association of Governments, the nation’s largest metropolitan planning organization.
